Bill AB 32 - Global Warming Solutions Act |

California's Global Warming Solutions Act of 2006 (Bill AB 32) was signed by Governor Arnold Schwarzenegger on September 27, 2006. It was the first legislation in the US to cap pollution causing climate change by placing California on a timeline to curb its emissions.

Bill AB 32 requires that by 2020 the state's greenhouse gas emissions (carbon dioxide, methane, nitrous oxide, etc.) be reduced to 1990 levels, roughly a 25% reduction under business as usual estimates. This reduction will be accomplished through an enforceable statewide cap on global warming emissions that will be phased in 2012. In order to effectively implement the cap, Bill AB 32 directs the California Air Resources Board (CARB) to develop appropriate regulations and establish a mandatory reporting system to track and monitor global warming emissions levels.

Additionally, Bill AB 32 requires that CARB use the following principles to implement the cap:
- Distribute benefits and costs equitably
- Ensure that there are no direct, indirect, or cumulative increases in air pollution in local communities
- Protect entities that reduced their emissions through actions prior to this regulatory mandate
- Allow for coordination with other states and countries to reduce emissions
